Two men have been charged over the murder and disappearance of Co Antrim woman Chloe Mitchell, the Police Service of Northern Ireland (PSNI) said. Retaking tests costing learner drivers 454 million each year

Learner drivers in the UK are spending over £45.5 million on retaking tests each year, new research has suggested.
